ARNPEI Council Meeting, September 21, 2012

President’s Report 
The President provided highlights from the June CNA Board Meeting and Biennial Convention.  Dr. Michael Mayne, Deputy Minister of Health for PEI and Co-Lead for the Health Care Innovation Working Group, gave a presentation on the Premier’s Innovation Committee Working Group.  A highlight of the convention was the release of CNA’s National Expert Commission entitled A Nursing Call to Action which focuses on nursing’s role in transforming Canada’s publicly-funded, not-for-profit health system. The television program Undercover Boss Canada will feature the VON, with Dr. Judith Shamian in disguise visiting and working in three sites within Ontario and Truro, NS.  The program will air on October 4 at 9:00 PM EST.

CNA Allocation of Queen’s Jubilee Medal 
CNA has been granted 30 medals to recognize outstanding nurses who have made a significant contribution to a particular province.  Preference will be given to outstanding emerging/mid-career nurses who have not previously received an award of CNA merit/leadership.  One ARNPEI member will receive a medal, which will be presented in early 2013.

Provincial Umbrella Health Professions Legislation 
ARNPEI has received a consultation paper with draft regulation for umbrella health professions legislation for PEI.  ARNPEI will be submitting a response to the Department of Health and Wellness. The response will also be posted on the ARNPEI website.

Labour Mobility 
Amendments to the RN Act will be made to accommodate graduates from the McGill School of Nursing.  Currently the RN Act (Section 13.1) requires the establishment of initial registration in the province of graduation.  To establish registration in Quebec applicants must successfully complete a French language exam.  Because McGill graduates who do not speak French are unable to meet this requirement, the province of PEI is amending the Act to allow Quebec graduates to establish licensure in PEI if this is the only requirement missing.

Nursing Consultant:  Practice/Communication
The advertisement for the position was re-posted in the Journal Pioneer and the Guardian on September 15 and September 22 and in the Chronicle Herald on September 22. 

RN/LPN Professional Practice
Following a request from the Provincial Nursing Advisory Committee, ARNPEI and the PEI LPN Registration Board provided a presentation on professional practice to the Provincial Leadership Steering Committee on September 17.  The draft presentation with revisions will also be presented to the Provincial Nursing Advisory Committee

Diagnostic and Therapeutics Committee
Draft guidelines to eliminate the need for medication schedules was reviewed. The NPs have offered their support.  Next steps include a review by legal counsel.
